President Vladimir Putin is spearheading Russia's push for technological independence through artificial intelligence, establishing a Kremlin commission to oversee implementation of new AI regulations. The government is finalizing legislation that will categorize AI models based on their Russian origins, creating a three-tiered system of "sovereign," "national," and "trusted" classifications.
To achieve "sovereign" status, AI systems must be entirely developed within Russia using exclusively domestic datasets and components. The policy mandates pre-installed access to Russian AI on all smartphones and tablets sold in the country, marking a significant step in technological decoupling from foreign platforms.
